খোলা বাজারে বিক্রয়

খাদ্যশস্যের বাজার দরে উর্দ্ধগতি রোধ এবং দরিদ্র ও নিম্নআয়ভুক্ত মানুষের কষ্ট লাঘবের লক্ষ্যে ২০১৯-২০২০ অর্থবছরে ওএমএস কর্মসূচিতে চাল ও আটা বিতরণ করা হয়। এ কর্মসূচিতে মূলতঃ দরিদ্র ও নিম্নআয়ভুক্ত শ্রেণির মানুষ সাশ্রয়ী মূল্যে খাদ্য সহায়তা লাভ করে। ২০২২-২০২৩ অর্থবছরের বিভিন্ন সময়ে ঢাকা মহানগর, শ্রমঘন ৪টি জেলা (ঢাকা, নারায়ণগঞ্জ, গাজীপুর ও নরসিংদী), অন্যান্য ১০টি সিটি কর্পোরেশন (চট্টগ্রাম, রাজশাহী, খুলনা, বরিশাল, সিলেট, রংপুর, ময়মনসিংহ, নারায়ণগঞ্জ, গাজীপুর ও কুমিল্লা) এবং সকল জেলা সদর ও জেলা সদর বহির্ভূত ক, খ ও গ শ্রেণির পৌরসভায় ওএমএস কার্যক্রমে চাল ও আটা বিক্রয় কার্যক্রম পরিচালিত হয়েছে। ওএমএস কার্যক্রমে ২০২২-২০২৩ অর্থবছরে মোট ৫,৪৭,১৭৪ মে.টন চাল বিক্রয় করা হয়েছে।

ময়দা মিলের মাধ্যমে গম পেষণপূর্বক ওএমএস ডিলারের মাধ্যমে খোলাবাজারে আটা বিক্রয় খাদ্য অধিদপ্তরের একটি গুরুত্বপূর্ণ কার্যক্রম। এ কার্যক্রমের আওতায় গত ২০২২-২০২৩ অর্থবছরে ২,৩০,১৫৫ মে.টন গমের প্রায় ১,৮১,৮২২ মে.টন ফলিত আটা বিতরণ করা হয়েছে (৭৯% রেশিও অনুযায়ী)।

খাদ্য বান্ধব কর্মসূচি

নিরন্ন মানুষের বিষন্ন মুখে ক্ষুধায় অন্ন তুলে দেওয়ার ব্রত নিয়েই খাদ্য অধিদপ্তরের পথ চলা। সে লক্ষ্যে অন্যান্য কর্মসূচির পাশাপাশি বর্তমানে খাদ্য অধিদপ্তর মাননীয় প্রধানমন্ত্রী শেখ হাসিনার ভালবাসায় সিক্ত ‘খাদ্যবান্ধব কর্মসূচি’ বাস্তবায়ন করছে। ‘শেখ হাসিনার বাংলাদেশ- ক্ষুধা হবে নিরুদ্দেশ।’ এই শ্লোগানকে সামনে রেখে গত ০৭/০৯/২০১৬ খ্রি. তারিখে কুড়িগ্রাম জেলার চিলমারী উপজেলায় গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের মাননীয় প্রধানমন্ত্রী শেখ হাসিনা কর্তৃক খাদ্যবান্ধব কর্মসূচি উদ্বোধন করা হয়।


খাদ্যবান্ধব কর্মসূচির আওতায় ৫০ লাখ পরিবার অর্থাৎ দেশের প্রায় ২.৫ কোটি মানুষের খাদ্য নিরাপত্তার নিশ্চয়তা বিধান করা হয়েছে। মাননীয় প্রধানমন্ত্রী শেখ হাসিনার নির্দেশনায় ২০১৬ সাল থেকে ব্র্যান্ডিং কর্মসূচি হিসাবে দেশের পল্লি অঞ্চলের অতিদরিদ্র জনসাধারণকে স্বল্পমূল্যে খাদ্য সহায়তা দেওয়ার জন্য খাদ্যবান্ধব কর্মসূচির আওতায় সারাদেশে ইউনিয়ন পর্যায়ে ৫০ লাখ হতদরিদ্র পরিবারের মাঝে কর্মাভাবকালীন (সাধারণত যে সময় গ্রামাঞ্চলের দরিদ্র মানুষ কর্মহীন হয়ে পড়ে) ৫ মাস (মার্চ-এপ্রিল এবং সেপ্টেম্বর, অক্টোবর ও নভেম্বর) প্রতিকেজি ১৫/- টাকা দরে মাসে ৩০ কেজি হারে চাল বিতরণ করা হয়েছে। গত ২০২২-২০২৩ অর্থবছরে খাদ্যবান্ধব কর্মসূচিতে ৬.৬২ লাখ মে.টন চাল বিতরণ করা হয়েছে। এ কর্মসূচিতে ২০১৬-২০১৭ অর্থবছরে হতে ২০২২-২০২৩ অর্থবছর পর্যন্ত সর্বমোট ৪৭.৬৮ লাখ মে.টন চাল বিতরণ করা হয়েছে। টেকসই উন্নয়ন অভিষ্ট লক্ষ্য যথা সময়ের আগেই অর্জনের ক্ষেত্রে এ কর্মসূচি বিশেষ ভূমিকা পালন করছে।

এলইআই খাতে খাদ্যশস্য সরবরাহ

বাংলাদেশীয় চা-সংসদের আওতাভুক্ত চা-বাগানসমূহে কর্মরত গরিব ও দুঃস্থ শ্রমিকদের মাঝে ওএমএস দরে (প্রতিকেজি চাল ২৮/- টাকা এবং প্রতিকেজি গম ১৯/- টাকা) খাদ্যশস্য সরবরাহ করা হয়। এ কর্মসূচিতে ২০২২-২০২৩ অর্থবছরে ২,৯২৮ মে.টন চাল এবং ১৭,১৬৭ মে.টন গম বিতরণ করা হয়েছে। বর্তমানে বাংলাদেশীয় চা সংসদের আওতাভুক্ত ১০৬টি চা বাগানের শ্রমিকদেরকে এলইআই খাতে খাদ্যশস্য সরবরাহ করা হচ্ছে।

পুষ্টিচাল বিতরণ

এসডিজি এর ১৭টি লক্ষ্য বা গোলের মধ্যে ২ নম্বর লক্ষ্য SDG-2 (Zero Hunger) এর পুষ্টি সংশ্লিষ্ট লক্ষ্যমাত্রা (SDG Target 2.1, 2.2) অর্জনে খাদ্য বিভাগ কাজ করে যাচ্ছে। টেকসই উন্নয়ন অভীষ্ঠে (SDG) ক্ষুধামুক্ত বিশ্ব/A Zero Hunger World by 2030. ‘নো পোভারটি’ও ‘জিরো হাঙ্গার’অর্জনের প্রত্যয় ঘোষিত হয়েছে এবং ৭ম পঞ্চবার্ষিকী পরিকল্পনায় দারিদ্র দূরীকরণের অভিপ্রায় ব্যক্ত করা হয়েছে। বর্তমান সরকার খাদ্য নিরাপত্তার পাশাপাশি পুষ্টি নিরাপত্তার বিষয়টিও গুরুত্বের সাথে বিবেচনা করছে। সপ্তম পঞ্চবার্ষিকী পরিকল্পনায় দেশের অরক্ষিত (Vulnerable) অঞ্চলগুলোসহ চিহ্নিত জনগোষ্ঠীর মধ্যে শিশুদের বামনতা ও ওজন স্বল্পতা হ্রাসের লক্ষ্যে খাদ্যভিত্তিক পুষ্টি কার্যক্রম গ্রহণের জন্য নির্দেশনা প্রদান করা হয়েছে। সরকারের নির্বাচনী ইশতেহারেও দেশের জনসাধারণের পুষ্টি নিশ্চিত করার বিষয়টি অধিকতর গুরুত্বের সাথে বাস্তবায়নের জন্য বলা আছে। এ প্রেক্ষাপটে সামাজিক নিরাপত্তা কর্মসূচির আওতায় সুনির্দিষ্ট টার্গেট গ্রুপ চিহ্নিত করে মাঠ পর্যায়ে পুষ্টি নিরাপত্তা বিষয়ক কার্যক্রম গ্রহণ করা হয়েছে। দেশের দরিদ্র জনগোষ্ঠির পুষ্টি চাহিদা পূরণে খাদ্যবান্ধব ও ভিডব্লিউবি কর্মসূচিতে ভিটামিন এ, বি১, বি১২, ফলিক এসিড, আয়রন ও জিংক সমৃদ্ধ পুষ্টিচাল বিতরণ করা হচ্ছে।

বর্তমানে খাদ্যবান্ধব কর্মসূচিতে অনুমোদিত ২৫১টি উপজেলার মধ্যে ২৩৩টি উপজেলায় পুষ্টিচাল বিতরণ কার্যক্রম চলমান রয়েছে। উক্ত ২৩৩টি উপজেলায় কার্নেলের মাসিক চাহিদা ৬৭৬.৯৪৪ মে.টন এবং পুষ্টিচালের চাহিদা ৬৮৩৭১.৩১৪ মে.টন। ভিডব্লিউবি কর্মসূচিতে অনুমোদিত ১৭০টি উপজেলার মধ্যে ১৬০টি উপজেলায় পুষ্টিচাল বিতরণ কার্যক্রম চলমান রয়েছে। উক্ত ১৬০টি উপজেলায় ভিডব্লিউবি খাতে মাসিক কার্নেলের চাহিদা ১২০.১১৪ মে.টন এবং পুষ্টিচালের মাসিক চাহিদা ১২১৩১.০০৯ মে.টন। আগামী ২০২৫ সালের মধ্যে দেশের সকল উপজেলায় পুষ্টিচাল কার্যক্রম সম্প্রসারণের পরিকল্পনা রয়েছে।

প্যাকেট আটা বিক্রয়

পোস্তগোলা সরকারি আধুনিক ময়দা মিল হতে উৎপাদিত প্যাকেট আটা ঢাকা রেশনিং দপ্তর এর মাধ্যমে ঢাকা মহানগরের ওএমএস বিক্রয় কেন্দ্রে বিক্রি করা হচ্ছে। গত ২০২২-২৩ অর্থবছরে পোস্তগোলা সরকারি আধুনিক ময়দা মিলের উৎপাদিত ৩,৬৮২ মে.টন প্যাকেট আটা ঢাকা মহানগরের ওএমএস কেন্দ্রে বিক্রি করা হয়েছে। এছাড়াও ঢাকা রেশনিং দপ্তর এর মাধ্যমে ইনোভেশন এর আওতায় ঢাকা মহানগরে (সচিবালয়ের অভ্যন্তরে, মতিঝিল ও আজিমপুর এবং আগারগাঁও সমবায় বাজারে) ৪টি বিক্রয় কেন্দ্রে বেসরকারি ময়দা মিলের ২ কেজির প্যাকেট আটা বিক্রির কার্যক্রম চলমান আছে।

Open Market Sale (OMS)

Rice and flour were distributed under the OMS program in the financial year 2019-2020 with the aim of preventing the rise in the market price of food grains and reducing the suffering of the poor and low-income people. In this program mainly poor and low income class people get food assistance at affordable price.

Khulna mega city and all districts during the fiscal year 2022-2023 Rice and flour sales activities have been conducted under the OMS program in Class A, B and C municipalities outside the headquarters and district headquarters.

Wheat grinding through flour mills and sale of flour in open market through OMS dealers is an important activity of the Food Department.

Food Friendly Program

The food department is running with the vow of giving food to the hungry people. To that end, along with other programs, the Food Directorate is currently implementing the 'Food Friendly Programme' Food security has been ensured for ..... lakh families i.e. about .......... crore people of the country under the food friendly programme. To provide low cost food assistance to the poor people of the country's rural areas under the food friendly program among across the country during the period of employment (usually when the poor people in rural areas become unemployed) 5 months (March-April) and September, October and November) rice has been distributed at the rate of 30 kg per month at the rate of Rs.15/- per kg. In the last fiscal year 2022-2023, 6.62 million tonnes of rice has been distributed under the food friendly programme. In this program, a total of 47.68 million tons of rice has been distributed from the fiscal year 2016-2017 to the fiscal year 2022-2023. This program is playing a special role in achieving the sustainable development goals ahead of time.

Supply of food grains to LEI sector

Foodgrains are provided at OMS rates (Rice 28/- per kg and Wheat 19/- per kg) among the poor and destitute workers working in the tea gardens under the Bangladesh Tea Parliament. In this program, 2,928 million tons of rice and 17,167 million tons of wheat have been distributed in the fiscal year 2022-2023. At present, foodgrains are being supplied to the workers of 106 tea gardens under the purview of the Bangladesh Tea Association in the LEI sector.

Nutritional distribution

The food department is working to achieve the nutrition-related target (SDG Target 2.1, 2.2) of SDG-2 (Zero Hunger) among the 17 goals or goals. Sustainable Development Goals (SDG) A Zero Hunger World by 2030. 'No Poverty' and 'Zero Hunger' have been declared and the 7th Five Year Plan has expressed the intention to eradicate poverty. The current government is seriously considering food security as well as nutritional security. In the Seventh Five Year Plan, guidelines have been given for the adoption of food-based nutrition programs aimed at reducing stunting and underweight among children in vulnerable areas of the country. In the election manifesto of the government, the issue of ensuring the nutrition of the people of the country has been asked to be implemented more seriously. In this context, nutrition security activities have been undertaken at the field level by identifying specific target groups under the social security program. Nutritional rice rich in Vitamin A, B1, B12, Folic Acid, Iron and Zinc is being distributed under food friendly and VWB programs to meet the nutritional needs of the poor people of the country.

At present, out of the ......... upazilas approved in the food friendly program, nutrition rice distribution program is ongoing in ............ upazilas. In the said ......... upazilas, Out of the 170 upazilas approved under the VWB programme, nutritional rice distribution activities are ongoing in 160 upazilas.
